Job Purpose

Perform HR Agreements & Mobility activities to enable the Company to continue to attract and retain qualified personnel at competitive and cost effective levels.

Works to support the Company focal point for JV Partner Project Service Agreements (PSA) in the provision of rates for PTF personnel, Secondees, mobilisation/demobilisation, Home Office Services, and interlocation. Is the Department focal point for Home Officer Service Agreements and their application.

Understand regional and international marketplace for third party manpower CWO contractors. Understand market research reports and data manipulation to benchmark internally and externally to the market.

Works to tight deadlines on various reports and HR Agreements, Mobility & Secondment approvals, need to be 100% accurate as they go to top management approval.

Accurately and efficiently verify and process Shareholder and 3rd Party invoices, including validation with supporting documents before raising for payments.
Key Job Accountabilities - I

Maintain relevant databases, including but not limited to Overseas Assignees, Secondees, Home Office Services, Tier 1 & 2 Manpower Contract Work Orders, and HR Demand Plan so as to maintain accuracy and quality. Check and verify reliability of sources information for the database.

Review Manpower CWO day-rates and terms and conditions, both locally and internationally in order to remain competitive against regional and international markets. Supports the Major Projects Contractor Review Committee by making recommendations regarding proposed candidates and proposed day-rates. Liaises with Qatar Energy to obtain approval for the hiring of CWO’s as required.

Extract and prepare data in order to support the annual Total Rewards Surveys and other HR Benchmarking reports. Prepare adhoc SAP reports as requested to assist in further analysis or decision making.

Review secondee, overseas assignment and CWO movement activities, including mobilization and location change, to ensure that associated changes in costs/charges are accurately and timeously processed.

Establish and maintain documentation system to ensure proper storage and retrieval of required documents related to overseas taxation, global mobility and 3rd party vendors. Provide accurate audit data for internal/external audits.
Key Job Accountabilities - II

Prepare and raise, accurate and timely accounting entries against relevant Agreements and HR Contracts, ensuring that Service Entries and other Journal entries are booked timely in the proper accounting period.

Produce periodic routine internal/external reports; assist in providing necessary analysis supporting details and in the report preparation; follow up with end user department about open HOSR items.

Provide advice and guidance to end-users to assist in raising Home Office Service Requests aligned to the relevant Agreement.

Provide support to junior staff in order to train them on activities related to processing Secondee service entries and invoices, Home Office Service request, and relevant database maintenance to ensure entries are aligned with the ARPSA and that relevant databases are up-to-date and accurate.
Qualifications
- Bachelor’s Degree in Accounting, or Business Administration.
Knowledge and/or Experience
-
5 years of relevant experience.

Very good knowledge of standard computer software.

Knowledge of financial and budgetary processes.
