Job Purpose
Ensure risks of the projects are identified, assessed, and managed and ascertain that realistic project plans are maintained and that stakeholders are provided with regular and accurate communication. Coordinate the assessment of IT demands across Qatargas, review Business Cases and obtain investment approval, adopt appropriate project management methods and tools and perform quality reviews, and confirm that all activities are performed in compliance with the procedures.
Job Context & Major Challenge(s) - I
- Major challenges are (1) growing complexity of the operations and the number of number of projects and the time it takes to prepare the IT demand, DAB approvals, building the business case and then getting the formal approval (2) overseeing and steering the large number of concurrent projects. (3) current maturity of IT PMO business process.
Key Job Accountabilities - I
- Coordinate analysis, prioritization and approval of IT demands and implementation of IT projects as the Single Point of Contact (SPOC).
- Ensure documentation of IT demands, follows approved process, facilitates feasibility studies and business case preparation, reviews cost-benefit and return on investment analyses, and coordinates approvals.
- Prepare portfolio/program management plans and activities for the set of interrelated projects from demand approval to project close-out. Provide a cross program view to ensure consistency and that dependencies within the program are properly handled.
- Formulate and maintain Project Management Office (PMO) support strategy, processes, procedures, tools, and techniques in line with corporate standards. Verify standards for project delivery lifecycle including business cases and ensures quality of IT projects. Advise and ensure assistance to program/project managers on project management processes and adherence to standards and facilitate process improvement and other continuous improvement mechanisms.
- Ensure that appropriate software such as project management software or specialist monitoring tools/techniques are used for planning, estimating, documenting, tracking and risk analysis.
Key Job Accountabilities - II
- Evaluate project performance to meet all IT projects’ targets and provides timely reports. Recommend changes where performance is found to be unsatisfactory and report review findings, document compliance and non-compliance, and, where necessary, provide advice on ways of improving the effectiveness and efficiency of the control mechanisms.
- Review projects’ economics to include costs, budgets, resourcing, and risks for IT projects. Track expenditure to identify where costs may exceed planned budget and investigate areas where actual or forecast expenditure deviates from budget by more than agreed tolerances.
- Advise on the interpretation of relevant national and international standards, with respect to IT PMO activities. Evaluate and identify non-compliance with applicable standards and formulates appropriate controls.
- Prepare and implement the processes and procedures, tools and techniques for continuous monitoring and managing the performance of PMO services, in respect of their contribution to performance and benefits to the business.
- Coordinate with the business owner during the post implementation stage for analysis of benefits from the IT projects. Identify specific measures and mechanisms by which benefits can be measured and monitored and plans to activate these mechanisms at the required time. Monitor outcomes in terms of benefits against what was predicted in the business case, at the end of stipulated period and reports the same to key stakeholders.
Qualifications
- Bachelor’s degree Computer Science, Information Technology, Information Systems, or a bachelor’s degree in any Business discipline.
Knowledge and/or Experience - I
- 10 years’ experience in management of complex IT Program and projects in a large organization.
- Experienced in evaluation of IT requirements and establishing IT Systems and Applications specifically within the Oil and Gas Industry.
- Possesses an extensive knowledge of business and business skills in more than one business sector and understands the significance of commercial constraints.
Technical and Business Skills - I
- Demonstrates a strong awareness of the Oil and Gas Supply chain and key value components in the IT – OT Interface.
- Expertise in one or more business areas within Oil and Gas Industry and management of Business and IT stakeholders.
- Excellent written and spoken English.
- Strong analytical and problem-solving skills.
- In-depth knowledge of project management tools and techniques.
